1.0 Background:
According to the International Federation of Red Cross and Red Crescent Society, disaster is a sudden, calamitous event that seriously disrupts the functioning of a community or society and causes human, material, and economic or environmental losses that exceed the community’s or society’s ability to cope using its own resources. Though often caused by nature, disasters can have human origins. Looking back at incidents that happened few decades ago from all over the world which includes London’s Killer Fog, Nuclear Power Plant Meltdown in Chernobyl (Russia), the Exxon Valdez Oil Spill in Alaska, a few years ago (on 11 march 2011), the Fukushima Daiichi nuclear disaster and etc., these man-made disaster had caused millions of death, injuries, diseases and health defects to the human, and the nature is being destroyed as well.

Although Malaysia is geographically outside the Pacific Rim of fire but not so free from any severe ravages and destruction caused by naturel disasters such as earthquake, typhoons and volcanic eruptions. The latest incident of Mount Kinabalu earthquake on 5 June, 2015 killed 18 climbers and injured hundreds others proves that natural disaster can hit our country as well.
However, in Malaysia, man-made disaster is always
happening such as flash flood / mud flood, and haze problem as a result of irresponsible
mankind activities such as illegal logging and open burning. For example, Malaysia has experienced the worst
flood last year. The flash flood that happened
in Kelantan at the end of December 2014 and the early of year 2015 has recorded
as the worst flash flood in Malaysia within these 50 years. Also, the number of flood victims in 4 states
hits more than a million people and around 150,000 of families lost their houses
and belonging.
1.1 Problem Statement:
According to Ministry of Science, Technology and Innovation (MOSTI),
weather in Malaysia is characterized by two monsoon regimes, namely the
Southwest Monsoon from late May to September, and the Northeast Monsoon from
November to March. The Northeast Monsoon
is the major rainy season in Malaysia.
It often causes severe floods in the states of Kelantan, Terengganu,
Pahang and East Johore in Peninsular Malaysia, and in the state of Sarawak in
East Malaysia. However, besides natural
phenomena that cause the heavy rain, there are other man made factors such as
mismanagement of high hill areas, illegal logging in Perak, Kedah, Pahang and
Kelantan and expansion
and intensification of farming
in the Cameron Highlands have trigger the damaging flash
flood or mud flood. Therefore as future engineers,
you and your team need to find one of the problematic flood areas in Malaysia
as your case study, and then lists out all possible mitigation methods and come
out with a hypothesis / suggestion or solution based on engineering principal
and knowledge.
1.2 Aims
of the competition:
- Increase awareness of man-made disaster in
Malaysia
- Enable the engineering undergraduates to know their role in man-made disaster management
1.3 Objectives of the competition:
- To find out the acceptable, creative and
efficient ideas / theory of the participants which can be used for the
man-made disaster management in Malaysia
- Giving engineering undergraduates a chance to contribute in man-made disaster management, by voicing out and design their solution by utilizing the available resources around them
1.4 Terms and Conditions
The following are the terms and conditions that must be follows for an
entry to be valid. All entrants must accept
these terms and conditions when they sign their entry form. Please read these terms and conditions
carefully as failure to meet them could result in disqualification from the
competition.
1.4.1 Entries
1. Students from
local universities taking engineering undergraduate programmes are welcomed to
enter the competition.
2. Entries are limited to not more than four people per team.

4. Participants are
required to register online by filling in the personal details at the following

- Scanned Registration Form which is filled in manually
and completed with signature.
- Scanned valid student ID card of each team member.

transaction proof.

1.4.2 Submission of
Proposals & Poster and Prototype Presentation
1. Participants
are required to prepare a proposal based on problem statement given.
2. Participants are
required to submit the proposal to iem.econcept2015@gmail.com before the 27th of September, 2015.
3. Participants
must follow the requirements of the proposal.
4. Poster and
prototype presentation for the finalists will be held on the 2nd of October, 2015 at Gallery, Sultan Ibrahim Chancellery
Building, UTM JB. Prototype will be
tested by judges during the presentation (Optional). Tentative of the final presentation will
be announced later.
1.4.3 Requirements of Proposal
1. The proposal is
limited to a maximum of 30 pages.
2. The following
requirements must be included in the proposal:
- Introduction
- Literature
review
- Methodology
- Expected result
(including budget)
- Conclusion

1.4.4 Judging
1. The judges’ decision is final and no correspondence will be entered into.
2. Entrants shall not contact judges for direct feedback on the judging process or results.
